Employment Exchange Registration in Assam

If you're looking for a government job in Assam, an Employment Exchange Registration Certificate is not optional — most Grade C and Grade D state government positions require it at the time of application. The good news is the entire process moved online in September 2021. You can register, renew, or re-register from home through the Sewa Setu portal without stepping into any office — provided you have an Aadhaar card.

Registration is free. No application fee applies for fresh registration or renewal done directly on the portal.

Who Can Register

Any Indian citizen above 14 years of age who is a permanent resident of Assam can register. You can only register at one employment exchange — the one under the jurisdiction of the district where you permanently reside. If you are currently employed and looking for better opportunities, you must submit a No Objection Certificate (NOC) from your current employer along with your application.

Important: Re-registration for Old Registrants

If you registered at an Assam employment exchange before 2nd January 2024, your old registration is now invalid unless you have already completed re-registration through the Sewa Setu portal. Do this immediately to avoid losing your place on the live register. Use the re-registration link on Sewa Setu to get it done.

Fresh Registration – Two Methods

The portal offers two registration paths depending on whether you have an Aadhaar card linked to an Assam permanent address.

Method 1: Aadhaar-Based Registration (Recommended)

This is the faster route. No physical office visit is needed at any point.

Go to the Sewa Setu fresh registration page.
Click New User, enter your mobile number, verify with OTP, then fill in your name, email, date of birth, and create a password.
Log in and select Apply with Aadhaar.
Fill in all personal details and enter your Aadhaar number. Verify using the OTP sent to your Aadhaar-linked mobile.
Upload all educational certificates and mark sheets — scanned clearly, merged into a single PDF, arranged in chronological order from your lowest to highest qualification.
Upload any other required documents (see the documents list below).
Submit. Your Employment Exchange Card (X-10) will be sent to your registered email address.

Method 2: Non-Aadhaar Registration (Office Visit Required)

If your Aadhaar card is blocked, unavailable, or does not carry an Assam permanent address, use this method. The application starts online but requires in-person document verification.

Go to the Sewa Setu registration page and create an account the same way.
Choose Apply without Aadhaar after logging in.
Fill in your details and select a date and time for document verification at your nearest employment exchange office.
Visit the office on that date with all original documents.
After verification by officials, you'll receive your registration certificate.

Documents Required

Educational certificates: All pass certificates and mark sheets, scanned clearly and merged into one PDF in chronological order. Blurry or incomplete scans will get your application rejected.
Age proof (any one): Birth certificate, HSLC admit card, or school leaving certificate.
Proof of Assam residence (any one): Aadhaar card with Assam permanent address, driving licence (self or parents), Chitha/Jamabandi copy, passport copy, or certified copy of electoral roll/EPIC.
Caste certificate: Mandatory for SC, ST, OBC, MOBC, and EWS candidates.
Non-Creamy Layer Certificate: For OBC/MOBC-NCL applicants, if applicable.
Disability certificate: For PWD candidates, issued by a competent authority.
Experience certificates: If you are already employed, these can be uploaded.
NOC from current employer: Mandatory if you are employed and seeking better opportunities.
Parent/guardian undertaking: Required for applicants below 18 years of age.

Renewal of Registration

Your Employment Exchange registration is valid for three years. You must renew it in the due month shown on your registration card. There is a three-month grace period after the due month — once that lapses, the registration is cancelled and your name is removed from the live register. No renewal requests are accepted after the grace period ends, under any circumstances.
