The Government of Manipur has officially notified that the newly inaugurated e-Seba Manipur Portal (esebamanipur.mn.gov.in) will be the sole platform for availing key government services online. With effect from 11th May 2026, all citizens of Manipur are required to submit their applications for Revenue certificates and Employment Exchange services exclusively through this new portal. e-Seba Manipur is a next-generation digital service delivery platform developed by the Department of Information Technology, Government of Manipur. It was officially launched by Chief Minister Yumnam Khemchand Singh on 16th April 2026, alongside three other digital platforms β the Centralised RTI State Portal, Explore Manipur, and an AI-enabled Scheme Finder. The portal is part of the state government's broader push toward digital governance and citizen-centric service delivery, aligned with the national Digital India programme.
The platform builds upon the earlier e-Services portal, which had delivered 35 services across districts and recorded over 34 lakh transactions. e-Seba Manipur significantly expands and modernises this infrastructure, ensuring both online and assisted access β particularly benefiting citizens in remote and underserved areas of the state.
A formal notification dated 4th May 2026, issued by the Department of Information Technology (Notification No.: DI-401/2/2023-DITC-DIT), directs all citizens that applications for the following services must be submitted only through the e-Seba Manipur Portal from 11th May 2026 onwards.

The existing e-Services portal (eservicesmanipur.gov.in) will no longer accept new applications from 11th May 2026. However, applications that were already submitted through the old portal and are pending certificate issuance will continue to be processed until completion. Citizens are advised not to submit fresh applications on the old portal after the cutoff date.
This transition consolidates multiple government services under a single unified portal, replacing a fragmented system. The state government has stated that the move is aimed at enhancing efficiency, transparency, and ease of access to government services. With 287 departments and administrative units already integrated into the broader digital ecosystem, the e-Seba portal represents one of the most significant e-governance upgrades in Manipur's recent history.
